5.4 绿色经济相关政策和法规
2021年1月，挪威政府出台了应对气候变化白皮书，重申 了2030年绿色社会改造计
划，将2030年挪威减排目标由欧盟制定的40%上调为45%。白皮书指出，挪威将在完成
减排目标的同时，实现绿色发展。2024年，挪威发布了首份以《巴黎协定》为依据的透
明度报告，描述了挪威如何落实其根据《巴黎协定》设定的目标，到2030年将温室气体
排放量比1990年的排放水平至少减少55%。

5.5 企业税收
5.5.1 税收体系和制度
挪威实行属地税法。挪威当地企业（Resident Company ）要对其来自世界范围的收
入缴纳公司所得税。所谓挪威当地企业，是指根据挪威法律设立，或受设在挪威的董事
会有效管理的企业。非当地企业仅对来自挪威境内的经营收入缴纳公司所得税。
